Actuality: Regulation (EC) No. 1223/2009 of the European Parliament and of the Council on cosmetic products

Article 1: This Regulation establishes rules to be complied with by any cosmetic product made available on the market, in order to ensure the functioning of the internal market and a high level of protection of human health.

Article 8. Good manufacturing practice

  • The manufacture of cosmetic products shall comply with good manufacturing practice with a view to ensuring the objectives of Article 1.
  • Compliance with good manufacturing practice shall be presumed where the manufacture is in accordance with the relevant harmonised standards, the references of which have been published in the Official Journal of the European Union.

 

The part of the Regulation relating to Article 8 shall apply from July 11, 2013.

ISO 22716 Cosmetics. Good Manufacturing Practices (GMP). Guidelines on Good Manufacturing Practices standard was published in 2007. It was adopted by the European Committee for Standardization (CEN). It was published by the Hungarian Standards Institution in May 2008 under the designation MSZ EN ISO 22716 and has been available in Hungarian since August 1, 2009. The European Commission adopted it as a harmonized standard in the Official Journal of the Union on April 21, 2011.

 

The standard was issued for the cosmetic industry taking into account the specific needs of the sector. The objective of the standard is to serve as a guideline for the implementation of good manufacturing practices for cosmetic products. It provides organizational and practical advice on managing human, technical and administrative factors affecting product quality. It tracks the path of the product from receipt to delivery. GMP presents the implementation of the quality management approach in practice and describes the operational activities based on scientific judgment and risk assessment. The aim of the guide is to define the activities that, through their proper application, can produce a product that meets the specified characteristics.

  Primarily the standard provides guidelines for:

  • manufacture,
  • testing,
  • storage and
  • transport of the cosmetic products.
